In my provisioning profile, I enable KVM and all the other redirection options, and set an RFB password but apparently this is still half-baked after a provision.For example, if I try to connect to the machine via UltraVNC I get this.Once that is done, I can use UltraVNC Viewer to connect to the machine and get to the user consent screen.

If your MEBx menus have an option to enable Legacy Redirection Mode that should enable the listener for you. Heres the only relevant options I can find on this in the ACUWizard. I looked through your link and it certainly seemed like the issue I was having. However, toggling the ListenerEnabled state didnt seem to make a difference on a freshly re-provisioned machine. When I looked a bit (a lot) more through the Intel AMT Implementation and Reference Guide, I discovered a property called IPSKVMRedirectionSettingData.Is5900PortEnabled which, on my test machine, was false. And then I could connect to the machine from UltraVNC using just its hostname (or hostname::5900). One thing that I didnt have to do was set the RFB password because it was already set via the XML profile. This appears to be necessary on fresh machines to provision them where they havent yet gotten a certain root certificate update already. Due to the hurdles Im experiencing, I get the feeling that Im approaching this all wrong.
